The Indian Scenario
India has 3 types of institutions for destitute children: Special Adoption Agencies (SAAs) for children of ages 0-6 years, Children Homes for ages 6-18, and After-Care Centres for ages 18-21. However, the number of these institutions is highly disproportionate.
The Jena Committee Report of 2018 analysed all the challenges facing Indian CCIs such as limited man-power, and financial concerns; reporting that around 70% of CCIs struggle to provide anything more than basic facilities which affects the children’s overall growth.
“It has been observed that even though there are many systems and mechanisms in place to guarantee smooth functioning of the CCIs / Group Homes and child welfare and protection, the systems are either failing or not performing their tasks efficiently.”
